Default No power to fuel pump when cold

Got an issue with my 95 3.9L dakota.. Ive had the truck for 3 years now and never had this issue till now. The fuel pump doesn't seem to be getting power at the pump when the temp is low. I have swapped the fuel pump relays. Checked for power at the relay block, Checked the splice under the relay box under the hood. checked the wiring at the pump. Cleaned the plug and even replaced the fuel pump. when the temp outside is cold it won't turn the fuel pump on. Push it in the garage and let it warm up and the pump works like normal. Anyone got any ideas what to look at??? Need to get this up and running asap. thanks for any help..

When you tested for power at the relay and fuel pump connected did you get power?

When I first tested power at the plug for pump it had 1 wire that barely lit test lite and another that was fine for the 3 sec when the key is first turned on..This wire also lit entire time I cranked the key..went and checked relay and 3 legs had 12v and 1 leg was ground with key on..plugged it all back together and it was fine. truck started right up..But it sat in the warm garage about an hour. put it all back together drove it 10 miles. went to drive it again and nothing It sat outside in 25deg.. weather for about 4hrs???
