Default A/C blows when rpms are lower

1995 dodge Dakota 4x4 manual
So when driving and a/c is on it started blowing threw the defrost vents above dash while driving then let off the gas a little then it blows through the front vents? It just started doing this? A/C is cold and blows hard?

There is a vacuum check valve that holds vacuum for the vent doors that probably needs replacing.

On the vacuum lines. Check the sticker under the hood.
