Default No Lock-Up Til 65mph?

Just bought an 89 Dakota. Driving it home, I noticed that at 65 mph the RPMs would drop way down. This seems very late for a shift into overdrive (or lockup, whichever it is). Tranny fluid looks clean but doesn't smell like ATF+4 so not sure what it is.
3.9 V6, 2wd. Just under 200,000 miles on the machine.

It's parked right now, gonna get it licensed this weekend and planning to use it as a DD. But I don't want to drive it if the tranny is on it's way out.
What could cause this?

Thanks,
Ivan

I would suggest to take it to a transmission shop. Most do a free test drive, see what they think it might be.
