91' Dakota antilock and brake lights stay on

Default 91' Dakota antilock and brake lights stay on

My antilock and brake lights stay on after going out after about 15 seconds of the key being turned on. It doesn't have an OBD 1 or 2 connector and I have shorted the pin on the connector on the passenger side kick panel and get code 9. I have replaced the ABS module, speed sensor, master cylinder, metering valve, and bled the brakes. The lights stayed on all the time (never going out at key turn on) until I replaced the ABS module. I have checked the e break switch and the brake light brightens a little whe depressed, indicating it works.
The brakes work fine, I just can't get it inspected with the brake light staying on.
Any suggestions?
