Must be a gearing issue. Mine had 3.45's with a 5 speed and slightly taller tires and 260,xxx miles on it.
My Dakota averaged between 18 and 20 mpg city with the v6 and I drove it fairly normal... I wasn't trying to hot rod it everywhere nor was I trying to conserve fuel. That has 3.55's and a 5 speed but is now a V8 truck with a little bit of money stuck in the motor.
