The relays in the Power Box are all the same, swap 'em around and see if the fault travels with one of them. Otherwise, its probably the receptacle. You could also apply twelve volts to the relay coil out of circuit and measure if the points close.

What I was referring to as the "two second thing" is the fact the Computer shuts everything down including the fuel pump relay if it does not see a signal from the distributor pick-up within two seconds of turning the key.
