Default do i have a carb issue?

When I press in the gas and look into my carb only 1 butterfly is opening, Its a 2 barrel holley 6520, Should both the butterfly's inside my carb barrels open? Im not talking about the plates on top, just the ones down inside the carb.

The second barrel is vacuum operated. Wouldn't be open unless there is manifold vacuum present. If it goes bad, you can get a rebuild kit for it or replace it with a Weber 32/36 (I think.) Here's some discussion on another forum: http://www.turbo-mopar.com/forums/sh...36-Carburetors
