Clogged egr port maybe? Or broken wire on the connector?

I wouldn't worry about it too much tho, the egr has been bad on my '93 for 5 years or more and I've never had any run ability issues with it

Are you getting vacuum to the solenoid? Is the passageway in the intake or the tube going from the exhaust manifold to the EGR valve plugged?

What about the passageway in the intake? Does it flow? I've seen those pretty junked up.

Pulled what off that's not plugged?

You're going to have power at the EGR solenoid plug. The computer switches the ground to command it on/off.

Try disconnecting the neg battery cable for 5-10 minutes. That should clear all codes. Then reconnect and check the codes without starting the motor to be sure they cleared and then take it for a drive 5+ miles should be enough for the PCM to adjust to the new EGR. Re-check to see if it has reappeared.
I don't know how diagnose further except to say install a new EGR and clean up the mating surface on the motor. I had an EGR code, replaced it and it went away as soon as I drove it and re-checked the codes. 94 Dakota 2wd

Did you check the passageway for EGR flow in the intake manifold?
