no fuel pressure

That's good pressure (39 t0 40 psi), and if it holds at 31 with the key OFF for about a half hour, that's also good. I'd say offhand that the regulator is also working since the pressure holds and also keeps steady at 39 while cranking (the pump can go much higher than that).

Have you the diagnostic codes recently? Do you have a spark?

I had to replace echo ring ,truck starts every time now,but stalls right away

Maybe I don't use the same terminology, what's an echo ring?

Also, are there any codes stored now?
