Have you taken the connector off the fuel pump and checked to see that it's got power with the key on? Checked the ground side, too? Sounds electrical to me. You can get a multimeter for almost nothing at Harbor Freight, or if you've got a coupon, for free.

Never heard of a fuel line actually getting clogged. At least not in summer. But also, he's not getting fuel to the fuel rail, so he's probably not running. How would you suggest he take it to a shop and blow the line and rail out?

I blow the lines and replaced the fuel pump never checked for power to it. So after checked was not getting any power to the pump all my fuses and realys were fine but not sending the power. The diagnostic code reader would not connect so is the ECM out or what?

TIme to check the ASD relay.
And how did you check it?
Easiest is to jump across the 85 to the 87 or 87a terminal in the connector.
YOu CAN use a standard Bosch 4-terminal or 5-terminal relay there as a quick sanity check, BTW.

Sounds like your not getting power to the ASD and fuel pump relays and pcm when the key is turned on. There is a notorious power splice that corrodes and prevents power from going to the relays. So start at the coil input of the fuel pump relay. Check for ground, if there check for positive voltage. If no positive voltage trace down that wire and see where it leads too. There are wiring diagrams in the service manuals in the FAQ in this section, just a few posts above this one.
It could be anything from bad/ corroded/ loose battery/ power distribution wires, to a bad ignition switch or bad fuses, and everything inbetween.
