I was wondering what is the best way to troubleshoot this. I don't want to guess, replace a part, then guess again if that doesn't fix it. I see that the link in the sticky no longer works. I thought I performed a decent search of the site for an answer, but didn't find one. I hope I just didn't over look it.
I know for sure it's not working as I lifted all 4 tires off the ground and tried it out.
When I try to engage my 4wd, I don't hear it shift into gear. The 4wd light doesn't turn on either.
What is the first thing I should be looking at? What would the next logical steps be? I appreciate all your help.
Never seen vacuum lines near the transfer case on my truck.
That's because there isn't any. Its on the front axle. Dakotas of these years use a cad. You shift the transfer case into 4wd and that puts power to the the front drive shaft, then a fork that operates by vacuum makes 4x4 happen.

Yours must be different which is interesting. You have a '96 right? Still a 7.25" front end? My front axle has a breather hose attached to it, that's the only hose anywhere.
edit: everything I'm seeing is that your '96 is the same as my '93...no vacuum disconnect. If you have vacuum lines to your front axle it must have been replaced by someone for some reason. Very odd indeed.
