Default 1990 3.6L
Does anyone know if the 1990 3.9 has hydraulic lifters or not?

Also has anyone tried to lift a 2wd dakota with blocks or a lift kit?

If you mean hydraulic roller cam,the 3.9 started using a roller in 88. The magnum was just the first to get port injection.
