Can the tv cable/ linkage be removed without causing issues? If mine gets moved even slightly it causes the transmission to stick in 1st gear for a while. No rhyme or reason when it decodes to shift again, it just starts working on its own.
Are you referring to removing the cable running to the gear selector on your transmission from your steering column?
On a 1990, there is no cable; it's a hard linkage.
Also, on the hydraulic transmissions (dakota1996's is electronically controlled), there's a Throttle Value (TV) linkage that lets the transmission know that the throttle is being depressed so it can do a proper down shift.
To answer Mark38090's question - Not if you want the transmission to last. At least, not without going to a full manual valve body inside the transmission and hand shifting it.

My problem is whatever it connects to on tranny is sticking. So if it kicks down for any reason it won't shift out of 1st gear for a while. Eventually it just starts shifting again. What should i lube.
