Default Timing chain tensioner

Will a timing chain still wear and "stretch" even with the tension kit added?

All I can figure is that the tension kit keeps the slack tight, as it wears?

Yes, it does stretch, which is why the tensioner.

It takes out the "slack" so that the timing doesn't jump. Alas, the timing will vary some as the chain stretches; but on the side it's on, it should vary not much.
