Changing front rotor
you certainly don't need a press for the bearings in a 2wd, certainly wont help you pop them out.... but if youre replacing the rotor, the new ones come with new races as part of the new rotors.
if you are reusing the rotor and need to change the bearings and races a flat punch and hammer is what is needed to removed them just walk around the edge of the race from the back side with the punch, and tap it out with the hammer. they can be put in the same way if you don't have a seal and bearing race driver, just don't put them in, inside out.

As was said use a punch and hammer to get the old race out. Then take your old race to the bench grinder and grind the OD down enough so the race will drop into the hub without any force. Then when installing the new race, put the old race on top and tap it in place. This will protect your new race from damage from your punch.
I have a bunch of old races ground down that way for common sized aircraft wheels. That's how I do most of them, no press required.
And when changing the bearing I'd always recommend replacing the race as well. It's cheap and easy to do.

It's also the ONLY way to have them last; the old bearings could have easily brinnelled into the race, and that means the NEW bearings will wear out much, MUCH quicker.

I think the difference is between rear ABS (RWAL) and 4 wheel ABS. The front rotors for 4 wheel ABS have the tone ring pressed on the back side and the RWAL rotors do not.
Personally I don't see why the 4 wheels rotors couldn't be used for RWAL models, the front would just do nothing since there's no ABS sensors / system.
I have noticed that Rock Auto sells the 4 wheel ABS rotors for less than those for RWAL, at least at the cheap end. Too bad shipping is so huge for these, at least it is for my location.

2WD rotors come with hubs; 4WD rotors just slip on the hubs that are separate for 4WD.
As volaredon says, you can always use the 4WAL rotors on a 2WAL truck; tone rings don't get in the way.

And yes, if you read what I wrote I basically said the same, that the 4 whl ABS rotors could be used on the RWAL models too. There's no reason why they couldn't be.
