Ford ECU in Dakota?
Huh.
I also have a 1991 Cougar.
Due to that, I keep up on a few of the Ford EFI tuning forums.

The Moates Quarterhorse attaches to the J3 port on the Ford ECUs and gives you full access to the data streams and has its own memory for replacing that within the ECU, without affecting the onboard memory.
This allows you to have up to four custom tunes, and still go back to OEM factory.
It also allows tuning on the fly if you so desire, no need to shut the motor off and load a new tune.
It's how I'm going to bring my 1991 Cougar up a bit (use a 1994 Mustang ECU to get the hardware to talk to the 4R70W electronic transmission and then use the tuning software to tweak the ECU to support a few more cubes and a not quite stock bumpstick, for instance.)
These facilities should be available for our ECUs, but alas, I have yet to find the proper support files to tune the SMEC/SBECs in our trucks (I have the tuning software; but not the support files we need. Turbo Dodge 4-banger support files, now ... )
