on a 1993 dakota is the 4wheel drive actuator vacuum or electric

The VECI for a 1993 (viewing the one in the factory service manual) shows a vacuum line to the 4x4, so I'd say vacuum.

Of course, you could crawl under and eyeball it and verify for yourself.
