Unhappy [89 Dodge Dakota] Wipers not working

Hello. I have a 1989 2wd automatic dakota. The windshield wipers quit working a bit ago. I swapped out the wiper fuse still nothing. I replace the wiper motor, still nothing.
Then i began checking power to the motor from the plug. All good except one. The green-ish wire (in picture) is not showing any power while all others are. And theres power to the wires going to the actual windshield wiper motor. Im not sure if the green is a ground wire or something to do with the multi-function switch (which im going to replace if i can find a solution)
Im sure some of you are smarter than me on dakotas by far as this is my first one. Please help!
