Default 89 Dakota 2.5l charging problem

2.5l 2wd I replaced the alternator because the old one was original as it started to put out 17volts then dropped down to 9.3 volts and was running very rough. so the new alternator is also putting out 9.3ish volts. what the heck is going on? HELP please. also where is the OBD port?

Does yours use an external regulator?

Moving this to first gen Dakota section for ya.

I don't have a 1989 factory service manual, but the regulator is either a stand alone on the firewall (like the 1988 2.5) or it's in the SMEC (aka ECU) on the passenger inner fender. That's what's failed, not the alternator itself.

The OBD port is a six connector funky kinda-L shaped connector off the firewall by the blower motor resistor; passenger side inside the engine bay. It looks just like this 1992 one does.
