If I may, your story tells me that I could suggest tips to search the web a little deeper for a CARB-compliant converter:
1) go to the following sites:
https://www.carid.com/
https://www.rockauto.com/
https://partsavatar.ca/
https://www.summitracing.com/
2) Enter the specs of your vehicle on each site. They will properly list fitting parts for your vehicle configuration.
3) Search for "exhaust" section, then catalytic converter.
4) When you find a converter that is CARB-Compliant on any site, take down the manufacturer's name and part number.
5) Now use Google search bar directly by searching for the manufacturer's name and part number. You will often find other places, with different prices, where they have the part.
6) I do an excel/google sheet with ( found prices + shipping costs + sites URL ) for reference when it's time to buy the best offer.
Often you find the cheapest somewhere else, amazon, ebay, a site that was not on your radar etc.

p.s.1 : At first look, carid.com seems to have many in stock, not too expensive and some suggesting they might be CARB-compliant.
p.s.2 : Do they check if the cat is CARB-compliant? Because it's probably better to have a functioning EPA cat than a dead CARB cat?
