Good news! The factory service manual is downloadable from a link about 40% down in the FAQ message, stickied at the top of this subforum.
But until you get that downloaded and start perusing section 8W, have you checked ALL your fuses? Both under the hood and under the dash?
Don't just look at them - at 25 years old, the metal may have fatigued with age. You really need to take a multimeter, pull the fuse and ohm across it to make sure it has continuity.
Brake lights are off fuse 7, a 10A fuse, under the dash. See page 8W-51-5.
Cigarette lighter is fed starting at fuse C, a 40A unit, in the PDC; this feeds the ignition switch through the bulkhead fitting, which said ignition switch feeds fuse 9, a 15A fuse, under the dash. See page 8W-41-3.
Headlights are run first through fuse G, a 50A unit in the PDC. This feeds both the headlight portion of the headlight switch itself, and fuse 8, a 20A unit, in the fuse block inside. That fuse feeds the dash light section of the headlight switch. Both out I'd look first at that 50A unit. That's from page 8W-50-4.
But yah, check fuses, grab the FSM, and start measuring voltages at points you can get to (back side of the headlight switch connector, for inputs and outputs; brake light switch; wiring to the cigar lighter; etc.)
