It has a different paint scheme, heavy duty bumpers and roll bar. Skid plates underneath.... He was a off road racer.

Well, given you can’t find any info on this edition it sounds like I’m not the only one who hasn’t heard of Walker Evans. But I was never one to watch ESPN3 in the middle of the night.

Been a long time since this was posted. Just in case you may be interested, I'll tell you what I remember about the one I had.
1989 Dodge Dakota Walker Evans Pre-Runner Edition. Tube bumper in the back. Mine came with a net tailgate installed but also came with the factory tailgate. It had the rollbar/lightbar in the bed, as well as the mount for the spare tire. It also had a pushbar/lightbar on the front bumper.
Mine was black with the rainbow stripes. 3.9L V6. 5 speed od standard Trans and 4wd. Interior was Maroon vinyl with black rubber floors.
