Default Crank no start

I have a V6 89 Dakota and I have no power to my coil. I've replaced the cap, rotor, that ignition module thing, ignition switch, ignition lock cylinder, new plugs and wires. Can somebody tell me what sends the signal to the coil? I get codes 11 12 and I get a code 16 yet I cannot find an error code 16 anywhere and I counted it three four times and it is 16 for sure. I've also got new fuel pump, starter and ASD relays and I've also replaced the neutral safety switch which is what got me back to cranking but still no start. We ran wires directly from the battery to the coil and still no spark. Coil is brand new I've had it tested by Napa for continuity. Any help would be greatly appreciated I don't know where to go to next. Is there a way to test the alternator? And does my V6 have a crank and cam shaft sensor? From what I can see in Haynes my year does not have them? Oh it's an automatic. Thank you.
