89 Dakota code 16
Have you tried erasing the codes by disconnecting the battery for a few minutes then driving it to see if any come back? This site gives you the code meaning. If there is nothing wrong with your computer you must be miscounting somehow.

OK someone else just posted about a misread code which got me thinking .....
Is it possible you have a code 25 instead of 16? Code 25=A shorted or open condition detected in one or more of the idle air control motor circuits. **
or Actual idle speed does not equal target idle speed. **
Does that sound more like your problem?

You can erase codes by disconnecting the neg battery cable for a few minutes. Turn the key and hold it for 30 seconds while battery is disconnected. Do that and you should show only the 12 and 55 code. If you still get the 16 then IDK what to do next. I guess you can try to find someone with a Snap On MT 2500 scanner and a Chrysler plug and book. Then you can go through it to see what it can tell you about other systems. I got mine off ebay for around $300. There used to be a lot of apps for OBDI that were free to put on your phone and you bought the OBDI plug then you could scan and check things. I haven't looked or run across one in years. The plug is next to your firewall on the passenger side.
I'd suggest you check out your IAC since that is what the 25 code indicates. You can clean it with carb cleaner but IDK how to test it. IDK how much one costs either.
