I get 7mpg and I need more. With 104,000 miles on it should the charcoal filter canister be replaced (along with the canister purge
sensor) and what about the carburetor? Should it be rebuilt or replaced?

You may want to start with a basic tune up, and check the old plugs, the engine just may be running rich.
