If the high beams stay on all the time then it sounds more like a headlamp relay. The steering sounds like it's in the rack itself. Try bleeding out all of the fluid and replacing it. Also find a good aditive to ad to it. If that doesn't work then it'll probably boil down to rebuilding or replacing.
