Default leaking power steering fluid

I've had a slow power steering leak for a long time now, prolly about a bottle every 4 months. I finally got under the D to source the leak, and found that its coming from the top of the steering rack, right where the steering column meets the rack..... (the highligted area in the attached picture)

Is this like a leaking seal, or a blown o-ring or what?? I'm not familiar enough with a steering rack to know why one would leak......is therea way to replace this seal? or do I have to buy a new rack??

also.....which other racks are interchangeable? 5.2L, 5.9L, 1998-2003, dakota, 2wd or 4wd??

some background info.....I had the pump replaced over a year ago when I blew it off roading.... I didnt hit anything, just high rev and hard turns in mud blew the pump. I don't know it the leak was caused by the same event, or if it started later.

The rack n pinion needs to be replaced. There are no kits to repair at this time.
