A long shot, but did you try the fuse kick panel in the drivers side panel. Open Drivers door, there is a fuse panel against the dashboard. Open that panel, start there. I am following a 2000 Wiring Diagram from Haynes, but I would be pretty sure that the 1999 should be about the same. Diagram shows Fuse #6 20AMPAgain that is a 2000 Diagram but that might be a good starting point. Let me know, Good luck!!!
