Default 2000 Durango 46RE Transmission Problems

2000 Durango 5.9 4x4 with 127k miles. Transmission recently starting acting up. No CE light. Sometimes the 1-2 shift is delayed, usually the 2-3 shift is delayed until I stomp on the pedal for a second and then it shifts. 3-4 shift is never a problem. Transmission was serviced about 15K ago (filter & band adjust). Based on the chart in the factory service manual it looks like it could be the governor pressure sensor/solenoid but I'm thinking I would see a code. Someone also suggested I change the TPS. Any thoughts?
Thanks!

Already looked there. Your chart is from the factory service manual. Says the governor could be the problem, but I don't have a CE light coming on so I don't know if that is the problem.
