Is it a 4.7l? You can use a drill and an ezout I believe. I have heard of many being accomplished without having to remove the head.

I would suggest that you do not cut those manifold bolts or you'll be dealing with tapping new holes. I doubt an ez out will help as the manifold bolts are too skinny and rusty to make an easy extraction. Spray a lot of pb blaster on those bolts and let it do it's work for a few hours then return to it with some vise grips or a socket used for stripped bolt heads. I have also heard of using candle wax. You pour hot wax over any broken manifold bolts and it wicks into the threads providing some lubrication to get the bolt loose.
One thing you could do is grind just the head off the bolt then remove the manifold. The torque then would be removed and the stud would be hanging out of the head. Spray the threads on right up by the threads and wait. Try not to get any on the shank, just the threads so you will need to use the red straw.Then just grasp VERY tightly the shank using vise grips and turn em out.

I suggest a simple search. All the Dodge forums have mentions of broken manifold bolts and the actual process folks have used to get them out. No sense guessing or taking advise from us 5.x owners. We don't know first hand.
