Default ? Driver-side seat belt is stuck ?

I'm new to this forum, so I'm not up to speed on searching posted threads yet. So, pardon me if this has already been discussed...

I have a 02 Durango 4x4, and I can't tell if my driver-side seat belt is having a mechanical or sensor issue. It is fully retracted, and will not release under normal adjustments (pressing the brake pedal, opening the door, and/or restarting the SUV). All of the other seat belts are working just fine. Has anyone had this issue, and fixed it?

try taking off the molding i am thinking that the weight on it that is designed to lock the seatbelt is stuck and just needs to be pushed free and lubricated but i have not had this happen so im just guessing
