Well oh so recently I had what sounds like the same problem.
Mine was the relay located under the hood.
I'm not sure of the difference between the 99 and your '03 but I'll take a picture of it's location for you.

Dude, the harness is corroded all to hell! Cut it off and solder a new harness on from a junk yard!

your wire harness is shot and NEEDS to be replaced, i owuldnt even try to use the fan w/ that harness in there
