I was told by a dodge tech that my tcm has went into retarded mode. His words not mine. He said to replace all the fluid then take it to the dealer have them clear the vlp's and do a quick learn. Again his words. I was told that on another forum and the tech is not in my state. So does it sound possible

I don't think you have an option.

Your going to have to purge all the trans fluid out of your trans and replace both filters. Then drive it for like 100 miles and do it again. You need to use ATF+4!

As for the re-learn, you might be able to get around that. The codes will clear on their own after some time, but I would just reset the PCM and be done with it.
