What kind of motor you got in it, the 4.7 or the 5.9?

As for the play in the steering wheel sounds like your rack and pinon is fine since those really can't wear out 2 inches, just check over the 2 u-joints and rag joint on your steering shaft. In 2000 they switched from a steering gear box to r&p steering.

Code P0455 is a leak in the EVAP system, which usually is caused by your gas cap not being tight or leaking. Sometimes it can also be a vaccum leak in the hoses so check those too for cracks or leaks.

Hope you replaced the plugs with Champion Copper plugs and gaped em to .040

Also, most likely you need to take the Throttle Body and IAC off and clean it out really good.

As for the steering, do you have R&P or do you have a steering box?

To tell the difference between r&p and a steering box, just look at your tie rods, if they go into a boot then it's r&p and if they go into another solid bar (draglink) and then that bar connects to an arm (pitman arm) that's coming out of a box mounted to the frame, it's the older recirrculating ball steering type.

Just wipe out the oil cap and change the oil with 10W-30 and a Bosch filter.

As for the steering, you could try a fluid swap, but there is no adjustments I know of on R&P steering.

Hate to say it but if there's no play in your steering shaft, then your r&p needs to be replaced. If there's that much play in the rack and pinon itself then eventually you'll start slipping teeth on it which isn't fun.
