I think I may have figured it out. That long spring on the outside pad is supposed to go under the mounting boss so the book says. I put it on the top side. I will switch it and let you all know if that was the problem. I hope that is the problem.

So far everything seems ok. It went together alot easier. I guess thats what happens when you work on a vehicle with no sleep.
