Default Overheating slightly at idle

My rig started overheating slightly just past 210, around 220. Coolant toped off, brand new water pump, rad cap. It has a mechanical fan. I live in phoenix and we're geting well into the 100's. Could i have a bad t-stat? Suggestions. I also dont have the fan shroud on. May possibly put it back on if it helps any. While im driving on the highway it runs at about 175-180. Im thinking my t-stat may be sticking and needs to be replaced. I also have a hd tranny cooler in front of the condenser, so im wondering if that restricting air flow.

i would look at the mechanical fan clutch being bad since it runs fine on the highway with air moving through the radiator that indicates that there is not enough air flow sitting at idle, which indicates to me a weak fan clutch.

Spin the fan, if it spins for more than a half a turn I would replace it.

Its a 99. That definitly makes sense to. I even thought about switching over to a high cfm electrical fan and eliminating the mechanical fan altogether.

Put your shroud back on. Your letting cool air away from the radiator, more than likely I would start there to fix the problem since its a free fix. Seen this problem on many vehicles before because the fan shroud cracked and fell down hitting the fan and people just rip it out thinking its gonna fix the problem. Everything from the factory has a purpose!

Well I spun my fan and by singling one fan blade out and following how far it spun, starting from 12o'clock, it spun to 3 o'clock. So in following your alls test my fan clutch is just fine.
