Electrical Issue

I have a 2002 Durango 4.7. I just had a mechanic replace the lifters and now the turn signals and radio will not work. We checked the fuses and it seems that we not getting enough voltage at the fuse block. We have gone over everything i cannot find anythig. I was wondering if there is something that may have been disconected that we are missing ?

Ok we did check the fuses under the hood. The mechanic that is helping me is actually a toyota mechanic so he is helping me out greatly. I did look at the bettery terminals last night and the negative looks like it is in bad shape but would effect just the turn signals and radio ? Also do you know if the relay feeds the fus block on the side of dash or is it after the block ? We tested at the fuse block and we were only getting 4.2 volts instead of 12 at the radio fuse and turn signal fuse. Thanks for all of yalls help.

based on the wiring diagram in the FSM available in the FAQ thread (at the top of the 1st generation section)
20Amp Fuse D in the PDC runs into the junction block (the fuse panel in the door jamb)
30Amp Fuse 1 in the PDC goes to the multiflasher (this controls the turn signals)
40Amp Fuse 7 in the PDC runs into the junction block
start with that and let us konw if it turns anything up (also check for resistance between the pins to see if maybe there is extra resistance between the end points which could be problem too)
