I found issues in there when I installed my after market tail light lenses...seems to be a common location that can always use looking at/servicing whether there's other lighting issue's or not...some of my bulb housings were charred and some had corrosion on the contacts ( as described prior) Now that I have the new tails lights and the individual housings replaced all the gremlins are gone...use di-electric grease after you clean up the contacts...Can a bad flasher cause the same symptoms he's having?

you actually gave me another idea talking about the bulb holders that the op can try. 
on the front all of the bulb holders for the turn signals will can be disconnected from the wiring harness. (I believe you slide the red pin out and the squeeze and pull) and then you can take the connector off for the tail lights.
Once you do that you can see if you're still having problems. (the indicator on the dash will flash a lot faster since you'll have all the bulbs disconnected.) If things seems to be working properly at this point you can start plugging bulb holders back into their sockets hopefully find the problem.
however, before you disconnect all of the bulb sockets on the front I think you should take the tail lights off first and take a look at them. I don't know if you're familiar with how the bulb holders work, but basically they have little metal contacts on the edge of them that touch other metal contacts in the tail light housing when you twist them in. Sometimes these metal contacts get hot from the bulbs and can warp. It's possible that the turn signal contact could be shorted to the tail light contact or something like that.
Anyway, so give that a try and see if you can find anything out.
