Default Fuses/Relays Missing - is this right?

I was looking under the hood at this fusebox on a 2003 Durango we bought a year ago or so and I'm noticing what appear to be missing relays and or fuses perhaps? Can soemone verify what I am seeing and let me know if that is correct that they are missing and if so, what is the impact on the vehicle; would this cause a CEL to appear (one is, related to emissions. Notice both fuses/relays seem to be related to the O2 stuff).

Thanks in advance.

Missing "20 amp O2 SEN" as seen on the diagram to the right.

Missing O2 Sensor Relay as pointed to in diagram.

Lastly, why would these be removed if that is the case?

if you have standard 48 state emissions those will be missing iirc they are only used on the california emissions vehicles
