how are you checking the voltage at the starter? are you using the starter ground? check for 12v at the positive feed of the starter and use the negative terminal of the battery as the ground, if you have voltage then you have a bad ground?

check both sides of the relay, do you have 12v at the live side of the starter relay? if no then the issue is on that side of the relay.

if all else fails use a set of jumper cables (be very careful to keep they away from any moving parts) to jump 12v directly to the starter and see what if the engine turns over if it still doesnt turn over the starter is bad.

Make sure you check for power on wire that goes to the solenoid on the starter too. It should have 12v+ only when you're cranking, which activates the starter to run off of the constant 12v+ wire

Ended up getting frustrated and jumped the relay. Truck started. Bad ground someplace, right? I never understood relays. heh

I know you said you checked the relay, but did you try swapping it with another one in the pdc and see if it will start then?

Yeah. I swapped a few of them around just to test and none worked for the starter, but worked for everything else.

If it started by jumping the started relay in the pdc, it seems like the starter is fine.

if jumping the relay got the starter to spin up then you have a problem with the relay signal, either a bad ground, bad signal connection or a bad signal wire, check and see if the signal wire is providing a voltage when you turn the key to start. and check all the terminal cavities to make sure they are nice and tight

I believe this might have solved it. But I will wait a few weeks before I give the final verdict. It is a temperamental SOB after all.
