try touching the wires for the fan directly to the battery and see if it works. If it does there's a problem with either the relay or the wiring. If it doesn't work your fan's dead.

Much like the last fan, the new fan out of the box won't spin when fed directly from the battery. I know voltage is getting in the fan as the other speed lead that is not in use shows 12+ volts on it. It seems unlikely that I'd have two bad fans. I was thinking maybe a weak battery, but it doesn't even attempt to move. I also tried it with my other vehicle, a newer honda odyssey with the same result. I'm at a loss.

I was going to say try it with another power source, but you've already done that. It sounds like the fan is the problem again. All I can say other than that is triple check the wiring.

Just quadruple checked the wiring and found that my ground connector at the battery terminal was bad. Freaking bad crimp or something on the ring terminal connector. Going to go re-wire it all and ohm it out before I heat shrink it. What a freaking pain. All the testing I had done before with the old fan was with the existing wiring still connected. Wasn't until I snipped it off and when direct to the fan wiring itself to it spin up. What was tripping me up was measuring voltage at the fan, but I disregarded the most important electrical principle....ground.

It's usually something simple that you overlook that causes the biggest problem. At least you got it figured out.

Yep, simple things. Now I have a spare fan I could hook up the next guy who comes along for this job.
