Default Strange issues , fog light , power locks, dome light

I have a 99 durango 5.9l 4x4 , My fog lights do not work but what concerns me is the indicator light for the fog lights is always illuminated. The light stays on with the fog light switch turned off and even with the vehicle turned off. I am guessing I have a short somewhere in the fog light circuit. The other thing I noticed is when I open my car doors the interior lights do not come on until I put the key in and turn it to the run position. The same thing happens with the power lock button, I can not unlock the doors with the button until the key is in the run position. I would be greatful for any info that could be provided.

It could be the central timing module. (CTM)

I have found the problem. I guess the previous owners liked to sit with the gate open because I found a wire running to the ctm from the column, it was wired to only turn on with the key in the run position. Or it has a severe battery drain which I will know by the morning if it doesnt start. The fog light issue was found to be aftermarket fog lights that were improperly grounded or the wrong type. Cut the wires now the fog light indicator on the dash goes out when the switch is off. Any other reason anyone can think of for the ctm power wire being cut and rerouted to the ignition wire in the steering column.
