When you replace the radiator, I would also replace the thermostat and gasket too. Does the fan ever shut off with engine runing? Also which pulley are your writing about. The fan belt tensioner or the water pump pulley?

all that was already done the problem is the electric fan. Yes it kicks on and off when it gets hot and when i turn the a/c on. it dose not stay on to cool the car off after I been driving and shut the car off so it then overheats.

So the fan stays on all the time and doesn't turn off at 220 degrees. When the engine is running? The temp gauge always read hot or overheating?

If I am interpretting correctly you are saying the fan does not stay on when you turn the engine off. Are you turning the key completely off or turning it back to the ON position without starting the motor again? The temp of the motor rises because it's going through a process known as "heat soak" due to nothing circulating to keep a cooling effect going. If you fixed the initial overheating problem then it shouldn't be a problem.
So since you are asking over a forum and wording is a key thing...
: What have you replaced?
: Is the overheating still present while driving and/or idling?
: Has the coolant system been burped, and is the coolant level normal, not just in the resevoir?
: Does it only overheat when you turn the motor off?

Now if everything is copacetic and you want to keep the motor from going into heat soak you might look at getting a timer to wire up to the aux. fan or something such as that. But keep in mind running anything while the vehicle is off it will put a drain on the battery slightly depending on how long it runs for.

when the car is running everything works as it should. When I turn the car completely off and walk away the fan does not stay ON to cool the car till the temp drops down.

everything replaced radiator, temp sensor, fan really, t-stat, w pump, flush, coolant, burp.

It shouldn't stay on. You'll have to get a aftermarket setup for that.
