Bleed Brakes & Still have Low pedal

Oh, I did drive down a empty road were no one lives and applied the brakes hard enough for the ABS to come on. did it three times. I could feel it in the pedal and here the ABS pumping. No difference.
From what I have heard over the years, once you have air trapped in the ABS module it is impossible to bleed the system without the DRB tool to open and close the numerous internal valves while the bleed screws are open. Flying down the road and hitting the brakes to engage the ABS module with the bleeder screws closed does not allow the air to escape anywhere. Maybe if the vehicle is up on blocks, running in drive with the bleed screws open and then hitting the brakes, it may work (in Theory)? By the way, not a big fan of ABS since I started driving in 1966. Good luck!

I did change the master cylinder, that was my first thought of what the problem was. and it has two new wheel cylinders in the rear.
It's a 2000 with 2 wheel ABS(rear drum brakes), the brake system isn't that complicated . right now the only thing I can think is that maybe something is bypassing internally, the old fluid was dirty looking maybe that damaged something.
My mechanic ran a quart of brake fluid through it when he was bleeding it. it has the cleanest fluid it's seen in a while.
The only two parts that I can see that it may be are the proportioning valve or the ABS module.

So even with 2 wheel ABS it has to be bleed with a DRB tool
