Default Transmission Relay Wiring

I am running down an issue with not getting 12 volts to the #1 pin on the 8 pin connector at the transmission. I am getting ground to the relay at the PCM and in the relay box.

What I am getting at the relay harness.

Pink (from PCM) - ground with ignition switched on

White - As I understand, I should have 12v on this to allow the pink ground to trigger the relay, I get no signal with the relay off (ground or 12v) with the relay pulled. It goes to ground with the relay in and ignition switched.

Yellow - constant 12v
Red - wire to transmission, reads ground at all times, I can run a jumper to 12v and it gets to the transmission.

My question is, what should I be getting at the white wire with the ignition on/off? It does not chow these wires on the diagrams I have.

thank you for the help. 99 Durango SLT 4x4, 5.9 46RE.
