Voltage zero on instrument panel when started!

Voltage zero on instrument panel when started!
I have a 2000 Dodge Durango 4.7 L. The voltage when starting goes up and then back down. The alternator was tested "Good" and I replaced the PCM, do to a bad voltage regulator. The PCM was flashed before installing. Can anyone help?
