99 durango ac uncommon issue . And other electrical issues
HOn the connector that goes to Ac compressor clutch. I am getting 13v out of the ground wire and clutch will not engage ..guessing it's fried but need to get wiring fixed b4 I replace compressor , and also when my durango is off. if I shift tcase to the 4wd full time, the indicator light for it will light up and gauges will slowly jump up and down. Won't happen. In any other postion... if the car is running non of the indilcicator will light up

Must be a broken wire between that connector and where it gets its ground connection.
Let's look a little closer at the clutch wiring:
Pin 1 12 volts from FUSE 1 IN JUNCTION BLOCK on dark blue/black wire by way of the A/C COMPRESSOR CLUTCH RELAY IN THE PDC.
Pin 2 Ground from Chassis Ground G105 on pink wire

I've pulled every fuse and relay out of both PDC and it still gets power on the ground side... I've traced the black wire all the way to the back. to the firewall to where it starts going down on top of the trans.... I've looked at pro demand it shows it as ground #119 I think it was but it and the o2 heater circuit , 4wd switch, and generator all used the same ground unplug each one of them also with no change..
I checked, and the '99 Durango manual is as I said. It should be grounded on a pink wire that goes to SPLICE 108, and still on a pink wire to ground G105 on the right front of the engine.
Maybe this ties into the 4WD problem, too.
There is no G119 in the service manual for the '99 Durango. It jumps from G115 to G200
All 4 O2 Sensors have BLACK wires to GROUND G105.
It doesn't show a ground wire to the Generator. It's case grounded. Someone may have used it as a ground point.
The 4X4 switch should be grounded by a black wire from pin A on the switch to CONNECTOR 182 PIN 1 to SPLICE 108 (same as A/C Clutch).

pics of the wiring diagram I have here show ground G119 and splice 108 as a blk wire... near break out near distributor... all used by both o2 sensors , 4wd switch, and ac compressor clutch... and generator uses ground 119 also..
