Default Blower Motor/Fan Speed issues

I've read around and I haven't found this specific issue, so here goes.

My AC/heat fan doesn't work on high (4) setting. Only on settings 3,2,1, and now, the off (0) setting. It's as if all the speed settings shifted one speed down from high, as high no longer works and the off setting blows now. Hopefully that makes sense.

I'd be ok with these misplaced settings if setting 3 was as strong as the high setting, but its just not.

After I read some other threads, I replaced the blower resistor, and that helped the speed a bit but the high setting still didn't work.

So how do I fix this?

When originally looking in to this, people said it wasnt the switch, but was always the blower resistor causing issues. But what're the chances that it is actually the switch that has had a problem, like a short or dirty contact? If thats the case what would cause that? And how could I fix it without breaking anything?

Well when it's on high the blower resistor gets bypassed. The resistor is used for the 3 lower speeds, so it could very well be a switch issue.
