Headlight switch or cluster connections.

Connections to the cluster are behind the cluster.

Not sure if the newer Durango's are the same as mine but I had a very similar issue on my 99 5.2 SLT 4x4 where the headlights would flicker on and off only on the low beams though. It ended up being a wire on the bottom side of the steering column that had tension on it from the tilt wheel going up and down... it was literally pulling the wire out of the plastic pigtail end and intermittently making connection.. it was one of the wires in the pigtail that is held on with like the 2 inch long 8mm bolt I believe... remove the tilt wheel lever. pull the plastic case off of your steering column, I believe another smaller plastic case has to come off underneath that one if I remember right, then, take a small pair of needle-nose pliers and start jiggling one wire at a time.... I jammed a piece of Toothpick inside the plastic mold to hold the wire in place and it worked great.
