Question 2000 Durango 4.7L - PCM replacement

My son's 2000 Durango (4.7L) would crank and crank but wouldn't start (even with a strong battery), so I did a quick fuel pressure check. No go. I took the Durango into the local auto service center, who is pretty reasonable. They called this afternoon, and said that they are getting no signal to the fuel system and no spark and their diagnostic pointed to a bad PCM. They are quoting a price of $950 to get a replacement PCM and reflash it to my son's specific Durango. 2 questions:

1. Does this price seem high?
2. The shop is reasonable, and said that if I could obtain another PCM, they would be willing to reflash and install for me. They did say they couldn't warranty the PCM if I did this, and also that only remanufactured ones are available. I did a quick search and found a couple of places selling them for around $200 to $220.

Thoughts on these options?

1. Yes. You can get replacement PCM's for around 250 or so. But, how much of that price is labor for diagnosis, and then the fix?

2. ECMExchange is a sponsor here, and can provide you with a PCM already flashed to your vin, for a reasonable price. Might wanna check 'em out, see what they have to say.
